In Vietnam, many programs and campaigns are good at reporting activities: how many trainings were delivered, how many materials were distributed, how many people were reached, or how many posts were published. But activity reporting does not answer the questions decision-makers and stakeholders increasingly ask: what changed, for whom, and why.

Without robust monitoring, teams may not know whether awareness is translating into action, whether behaviour is sustained after the campaign ends, or whether results vary across provinces, target groups, and implementation partners. This makes it difficult to optimise delivery, justify budgets, or confidently scale initiatives. It can also create misalignment between implementers and funders when success is defined by output numbers rather than real outcomes.

We support baseline–midline–endline evaluations, allowing you to establish a starting point, track progress during implementation, and assess results at completion. Depending on objectives, we measure shifts across the full change pathway, including awareness, attitudes, and behaviour, so you can see whether interventions are creating meaningful outcomes rather than temporary visibility.

DXL also builds KPI frameworks and dashboards that help teams monitor implementation quality and outcome indicators in a structured way. This includes defining what “success” looks like, how to measure it, and how often to track it, across different target groups and geographies.

Beyond measurement, we conduct learning-oriented evaluation to identify what is working, what is not, and why. This helps programs improve in real time, such as adjusting communication messages, refining training content, improving delivery channels, or strengthening partner execution. Finally, we provide evidence-based recommendations for adjustment and scaling, grounded in data and local context.

It allows you to demonstrate outcomes to funders, leadership, and partners with credible evidence, strengthening trust and support for future phases. It helps optimise programs while they are still running by identifying which components drive results and where performance is falling short. This increases the ROI of campaigns and interventions by focusing effort on the most effective actions and reducing wasted resources.

When it is time to expand, M&E provides a data-driven basis for scaling decisions: where to scale first, which target groups respond best, which delivery models are most efficient, and what must be improved before replication.
